The buff is half as powerful as the ring them both together is only a 13~% boost to the recovery speed so I wouldn't say it's op. There's a few more choices than previous games for a boosting off-hand that you're not actually going to use, such as blessed/simple infused weapons and the Morion blade, and the GCS buff is even lower than the lowest-tier Chloranthy ring.
